James Kutch

James Kutch is a Certified Public Accountant and seasoned finance executive with more than three decades of experience in public service, redevelopment, and nonprofit leadership. Since 2014, he has served as Treasurer and a Board Member of the Atlantic City Police Foundation, where he provides financial stewardship and supports initiatives that enhance public safety and community engagement.

Kutch retired in 2023 following a distinguished career with the Casino Reinvestment Development Authority (CRDA), where he held leadership roles including Director of Finance and Assistant Director of the Special Improvement District. Over nearly a decade, he oversaw financial management, redevelopment projects, and community improvement initiatives that contributed to the revitalization of Atlantic City. Prior to this role, he also served as Assistant Director of Project Implementation & Management and Interim Director of the Special Improvement District.

In addition to his professional career, Kutch has been deeply engaged in community service. He previously served as Treasurer and Board Member of the Salvation Army of Atlantic City for more than a decade and contributed to the Egg Harbor Township Board of Education.

Kutch earned a Bachelor of Science in Accounting & Decision Sciences from Rider University, where he graduated with honors, and holds his CPA license. His expertise spans government finance, accounting, and project management, and he is recognized for his commitment to fiscal responsibility and community impact.
